Man killed by Logan officer was being arrested in undercover child sex sting, police say

LOGAN — Logan police on Thursday identified a man who was shot and killed by an officer and said he was being arrested as part of an undercover child sex sting before the shootout happened.

About 4:30 p.m. Wednesday, detectives contacted a man during an investigation and attempted to arrest him in the area of 100 S. 700 East. The man began to resist, produced a firearm and shot at the officers at close range, the Logan Police Department said in a prepared statement.

One officer returned fire at the man, police said. Medical personnel attempted to administer lifesaving efforts, but the man was pronounced dead at the scene.

Logan police identified the man Thursday as Adam Scott Phillips, 33, of Layton.

In a statement Thursday, Logan police said Phillips was the subject of an investigation regarding internet crimes against children. Posing as an underage girl, an undercover officer was communicating with Phillips, and they had arranged to meet at Denzil Stewart Nature Park on Wednesday, where the shooting ultimately happened.

Two Logan officers sustained injuries that did not appear life-threatening in the altercation. They were treated at a local hospital and released.

The Northern Utah Critical Incident Protocol Team is conducting an investigation into the shooting, and an analysis will be published by the Cache County attorney once the investigation is complete.

The officer who shot the man has been placed on administrative leave pending the internal review of the incident.
