SALT LAKE CITY (AP) — Gov. Gary Herbert says the armed occupiers of an Oregon wildlife refuge showed poor behavior but should serve as a wakeup call to everyone that there are legitimate frustrations with the federal government.

Utah's Republican governor made the comments Thursday as the FBI in Oregon arrested the last of the occupiers who seized the refuge Jan. 2.

Herbert said at a news conference on KUED that the Oregon occupiers waged a fight separate from Utah's push to take over public lands but both movements stem from shared frustration with federal land managers.

Some Utah lawmakers want the state to sue the federal government in order to gain control of about 31 million acres of public land. The lawsuit is expected to cost up to $14 million but critics say Utah has little chance of winning it.
