(Salt Lake City-AP) -- A Utah lawmaker wants to create a No-Spam list just for children.
Representative Michael Styler says his bill would prevent spammers from using kids' e-mail, Instant Messaging or cell phone text messages to push anything that's illegal for minors to purchase.
Congress passed the "Can-Spam" Act last year, but Styler says that law only goes so far. The "Can-Spam" act allows people to opt out of commercial pitches, but you have to send back a reply -- one at a time, to each solicitation.
Styler wants to protect minors under 18 from inappropriate solicitations in the first place. First Amendment and media lawyer Pat Shea says she endorses Styler's bill. Shea says it's constitutional because opting out of spam is a voluntary act.
