LAYTON — A parent punched a Layton man in the mouth after police say the man exposed himself to children and tried to drag a 3-year-old girl into his apartment late Wednesday night.

Scott Kenneth Orme, 53, was booked into Davis County Jail early Thursday for investigation of child kidnapping and lewdness with a child.

Layton police said they received reports that Orme "attempted to lure three juveniles into his apartment and had forcefully attempted to pull a 3-year-old juvenile female into his apartment," a police booking affidavit alleges.

Adults reported hearing Orme say, "Hey, come over here," from his apartment door, which was cracked open, according to the affidavit. They told police they saw the man with his pants down and his genitals exposed to the three children.

Police say one of the children reported Orme tried to pull their 3-year-old sister into the apartment.

Adults nearby confronted Orme while filming him. "During the confrontation, Scott was punched in the mouth by one of the parents and officers arrived shortly after," the arrest report states. It adds that Orme allegedly "admitted to the acts" during the exchange. Police said they obtained the video for evidence.

While speaking with police, Orme denied exposing himself or attempting to pull children into his apartment. But he later "stated that his pants could have been lower than he thought because he was intoxicated and that his genitals were possibly exposed to other people in the complex walking by," the affidavit says.
