SALT LAKE CITY (AP) -- An investigation by Lt. Gov. Gary Herbert shows Attorney General Mark Shurtleff did not misuse the state steal when he used official letterhead to promote an Orem company that donated to his campaign.

Shurtleff wrote a letter praising DigitalBridge to attorneys general around the country days after receiving a $10,000 campaign contribution.

State law says it is illegal to use the seal to endorse or promote a business or product.

Herbert says Shurtleff didn't violate the state seal law because using state letterhead doesn't mean the state is advertising what's written about in the letter.

Both Shurtleff and Herbert are Republicans.
