But investors remain on edge after the latest market plunge, which was triggered by more signs of slowing growth in China. The Dow added 293 points today. The S&P 500 rose 35. The Nasdaq climbed nearly 114 points.

The decisive 34th vote commitment came today from Maryland Democrat Barbara Mikulski, who is retiring next year.
PEARL HARBOR, Hawaii (AP) — U.S. officials are marking the 70th anniversary of the end of World War II. Sen. Brian Schatz and Rep. Mark Takai of Hawaii joined Pacific Fleet commander Adm. Scott Swift for a ceremony today on a decommissioned battleship in Pearl Harbor. The Missouri's decks are where Japanese officials signed documents to formally surrender on Sept. 2, 1945.
FRANKFORT, Ky. (AP) — The Republican president of Kentucky's state Senate is asking a federal judge to withhold his ruling ordering a county clerk to issue marriage licenses to same-sex couples. The Senate president says the judge needs to give the state legislature time to pass a law that would exempt Rowan County Clerk Kim Davis from having to issue marriage licenses.
DETROIT (AP) — Tesla Motors says it'll unveil its lower-cost Model 3 electric car in March and will start taking orders then. Tesla CEO Elon Musk says the car will start at $35,000. He says the Model 3 will start production in about two years. Musk also says deliveries of the Model X SUV — the company's third vehicle — will begin Sept. 29.
