(KSL News) -- State legislators have put a hold on a bill that would make torturing animals a third- degree felony.
Representatives voted to leave the offense a class A misdemeanor.
Sponsor Scott Wyatt of Logan asked for the bill to be held. He plans to talk to others about restoring the bill.
Opponents argued increasing the penalty would cost the state more money to enforce, and would not deter those who torture animals.
