OGDEN — A North Ogden man has pleaded guilty to having sex with a teenage boy in July 2013 and then violating restrictions of his status as a registered sex offender by parking outside an elementary school earlier this year.

Ryan Mitchell Schaffer, 36, pleaded guilty in 2nd District Court as part of a deal with Weber County prosecutors Wednesday to one count of unlawful sexual activity with a minor, a third-degree felony. In exchange for his plea, two identical charges were dismissed.

Schaffer also pleaded guilty to a 2013 charge for failure to register as a sex offender, a third-degree felony, as well as a charge filed in January of violation of a protected area by a sex offender, a class A misdemeanor.

Sentencing is scheduled for Nov. 24.

Additional charges filed in January were dismissed as part of the deal, including two counts of failure to register as a sex offender, a third-degree felony; violation of a protected area by a sex offender, a class A misdemeanor; possession of a controlled substance, a class A misdemeanor; and possession of drug paraphernalia, a class A misdemeanor.

As part of the plea agreement, prosecutors agreed to recommend that Schaffer, who was arrested in California in August 2013 and later extradited to Utah, be given credit for time served, according to court documents. Prosecutors will ask for another year behind bars, after which Schaffer would be released to a six-month sex offender treatment program and required to complete an additional nine months of ankle monitoring.

Schaffer is also expected to be ordered to complete a psychosexual evaluation and have no contact with the victim in the case.

Police say that in July 2013, Schaffer approached the then 14-year-old as he disembarked from a FrontRunner train in Ogden, then forced him at knife point to go with him and engage in sexual behavior over three days.

Schaffer was initially charged in July 2013 with aggravated kidnapping and three counts of forcible sodomy, all first-degree felonies. Those charges were amended a year later to three counts of unlawful sexual activity with a minor, a third-degree felony.

In January, Schaffer was arrested again after police said he was spotted in his car parked near North Ogden Elementary School, an area prohibited under his status as a sex offender. Police said the area is a frequent drop-off and pick-up spot for elementary students as well being a regular walking route for juveniles walking to school.

In 2007, Schaffer was convicted of two counts of sexual exploitation of a minor, a second-degree felony, in exchange for eight other counts being dismissed. He was sentenced to six months in jail and required to register as a sex offender.

In May 2012, Schaffer was convicted on an amended charge of attempting to not register as a sex offender and giving false information to police.
