BOISE, Idaho (AP) — Idaho horse breeders could end up empty-handed due to a dispute about how the money collected from lucrative betting machines should be distributed. The Idaho Racing Commission discussed the topic yesterday, but delayed making a decision until October. There is a disagreement over how much the breeder fund should be split between the thoroughbred and quarter horse accounts. If it's not solved by December, the money automatically goes to public schools.

CALDWELL, Idaho (AP) — An Oregon man who taught at a church in Idaho is spending at least a year and a half in prison for having a sexual relationship with a teenage student. Police arrested 24-year-old Casey Dyck in February. Canyon County prosecutors say he had sexual contact with the girl at his home and the church. He was ordered to register as a sex offender.

BISMARCK, N.D. (AP) — North Dakota regulators have fined an Idaho company $900,000 not cleaning up spills at oil well sites. The Bismarck Tribune reports that North Dakota's Industrial Commission have levied the fine against Alturas Energy LLC. Alturas officials did not return telephone calls seeking comment.

BOISE, Idaho (AP) — The people trying to keep Skinny Dipper Hot Springs open are still fighting despite government setbacks. The Idaho Statesman reports that the U.S. Bureau of Land Management office sent a letter to the advocate group Growing Change, saying it could not accept a document from the group outlining proposals for long-term public use of the springs because they were not specific enough.
