An 11-year-old boy was thrown from the car as a result of the crash and died from his injuries, police said.
On Monday, police announced a second child, a 7-year-old who was a passenger in the vehicle, also died from injuries sustained in the collision.
The teen was booked into the Weber Valley Detention Center after being released from the hospital following the crash.
The 14-year-old was charged in juvenile court with two counts murder, a first-degree felony; two counts of aggravated assault causing serious injury and theft of a vehicle, second-degree felonies; and failure to respond to an officer's signal to stop, a third-degree felony. He was also charged with reckless endangerment, a class A misdemeanor, and causing an accident causing property damage, a class B misdemeanor.
The Weber County Attorney's Office said it ill seek to certify the boy as an adult.
"Our thoughts are with the family and community members impacted by this tragedy. We will pursue this case in court and remain committed to a fair and just process for all involved. We ask the public to refrain from speculation and to respect the privacy of the victims," Weber County Attorney Christopher Allred said in a statement.
