2 men face 11 charges in sex assault of intoxicated teens

SALT LAKE CITY — Criminal charges were filed Tuesday against two men accused of sexually assaulting two teenage girls who prosecutors say were heavily intoxicated from alcohol provided by the men.

Luis Alberto Chalas Rambalde, 27, of Salt Lake City, and Arthur Pena-Guzman, 20, of West Jordan, were each charged in 3rd District Court with eight counts of aggravated sexual assault, a first-degree felony; and, three counts of contributing to the delinquency of a minor, a class B misdemeanor.

On Jan. 22, three girls agreed to hang out with Rambalde and Pena-Guzman. The men picked up the girls and provided them with alcohol, according to charging documents, and the teens soon became very intoxicated.

When they got to the men's Salt Lake apartment, one girl had already fallen asleep. Two others continued to drink alcohol provided to them by the men, the charges state.

Two of the girls, ages 15 and 17, were then sexually assaulted by both men despite telling them to stop, according to the charging documents.

One girl described "going in and out of consciousness" while being assaulted, the charges state. The other girl told police she "doesn't really remember anything … due to her level of intoxication."

Both girls went to a hospital after the assaults for sexual assault examinations. Both "suffered extensive injuries, one of which required surgery," the charges state.

Prosecutors have requested both men be held in the Salt Lake County Jail without bail, pending trial.
