WASHINGTON (AP) — House Democrats are poised to unveil two articles of impeachment against President Donald Trump. That's according to two sources familiar with the discussions but unauthorized to discuss the proceedings and granted anonymity. Democrats are expected to put forward one charge against the president of abuse of power and another of obstruction of Congress, according to one of the people. Democratic leaders preparing articles of impeachment against Trump are expected to announce next steps early Tuesday. Speaker Nancy Pelosi convened the House chairmen leading the impeachment inquiry in her office after a daylong Judiciary Committee hearing that laid out the case against Trump.

WASHINGTON (AP) — The Justice Department's internal watchdog says the FBI was justified in opening its investigation into ties between the Trump presidential campaign and Russia. The report Monday does identify “serious performance failures” up the bureau’s chain of command. But it rules out political bias in the decision to investigate Donald Trump's campaign. President Trump has insisted he was merely the target of a “witch hunt,” but the inspector general's report undercuts that claim. Trump's attorney general, William Barr, quickly rejected the main conclusions by his inspector general, who was in place when Barr was appointed by the president.

WASHINGTON (AP) — The Washington Post reports that three White House administrations have misled the public about failures in the Afghanistan war, often suggesting success where it didn't exist. Thousands of pages of documents obtained by The Post reveal deep frustrations about America's conduct of the Afghanistan war, including the ever-changing U.S. strategy. The documents quote officials close to the 18-year war effort describing a campaign by the U.S. government to distort the grim reality of the war.

SANTIAGO, Chile (AP) — Chile's air force says it lost radio contact with a transport plane carrying 38 people on a flight to the country's base in Antarctica. It says the military has declared an alert and activated a search and rescue team. The C-130 Hercules carried 17 crew members and 21 passengers. The personnel were to check on a floating fuel supply line and other equipment at the Chilean base. The air force says the plane took off at 4:55 p.m. from the southern city of Punta Arenas and radio contact was lost at 6:13 p.m. It says weather was good at the time.

WHAKATANE, New Zealand (AP) — New Zealand police said Tuesday they were opening a criminal investigation into the deaths of tourists on a volcanic island. Five deaths were confirmed after Monday's eruption of the White Island volcano. Eight other people are feared dead, but unstable conditions on the island are hindering a search. About 47 people were on the island at the time, and some of those evacuated suffered critical burns.
